The Adamantine Splint Armour can only be created by using the Splint Mould and Mithral Ore at the Adamantine Forge (X: -558 Y: 230) in Act 1. You can only collect two pieces of Mithral Ore in BG3, and therefore can only craft two items at the Forge.
