The Armour of Persistence is sold by Dammon at the Forge of the Nine (X: 5 Y: -7) in the Lower City during Act 3. The only way to have access to Dammon’s sale inventory in Act 3 is if you save the Druid Grove in Act 1 and keep the barrier over the Last Light Inn from falling.
