The Boots of Persistence are sold by Dammon at the Forge of the Nine (X: 5 Y: -7) in the Lower City during Act 3. However, Dammon will only be available if you save the Druid Grove in Act 1 and keep the barrier over Last Light Inn from falling in Act 2.
