The Boots of Striding are taken from Minthara, one of the goblin leaders you first meet at the Shattered Sanctum in the Goblin Camp (X: -99 Y: 424) during Act 1. You can get the boots in Act 1 by killing her and looting them, or you can get access to them in Act 2 by letting her live and then recruiting her in Act 2.
