The Legacy of the Masters are sold by Dammon inside the Forge of the Nine (X: 5 Y: -7) in the Lower City during Act 3. To ensure that Dammon appears in Act 3, you will need to save the Grove in Act 1 and make sure the protect over the Last Light Inn doesn’t fall in Act 2.
