The Potent Robe is a reward for successfully completing the quest Rescue the Tieflings, given to you by Alfira at the Last Light Inn (X: -56 Y: 141) during Act 2. Significantly, this quest will only be available to you in Act 2 if you have completed the Save the Refugees quest in Act 1 and protected the Druid Grove.
