The Sage set pieces are crafted at the Alchemist, who you can rescue during the quest “Powerful Alchemy.” Additionally, you will also need to obtain Lapislazuli by mining blue ore veins in the Nomad Highlands or Kindlewastes for the first time to unlock the recipe.
