The Waveborne Ritualist set pieces are crafted at the Alchemist, who you can rescue during the quest “Powerful Alchemy.” Additionally, you will also need to obtain Gold Dust by grinding down a Gold Bar at the Mill crafting station for the first time to unlock the recipe.
