The Hide Shoulders Outfit Style can be purchased for 5 Event Tickets from The Impresario during any special event in The Elder Scrolls Online. You can also purchase the Hide Shoulders Outfit Style can also be purchased from her assistant, Philius Dormier at any time, even when an event is not active.
How to Hide Shoulders using an Outfit Station
Once at an Outfit Station, simply select the Equipment tab, then select the Armor Styles sub-section and then select the Shoulders section. Then select and apply the Hide Your Shoulders option right next to the Clear Slot option.

The Hide Shoulders collectible costs 5 Event Tickets to purchase. To apply Hide Shoulders at an Outfit Station costs 500 Gold.
