Fallout 4 Sniper Build Overview
The Sniper Build in Fallout 4 is all about maximizing range, shooting first, and killing your target with one shot. What makes the Sniper build unique in Fallout 4 is the Sniper Perk. After you reach level 2 with Sniper, you can knock down targets in V.A.T.S. This allows you to crowd control the highest damage enemies in the game like a Deathclaw.
Additionally, the reliance on V.A.T.S. means you don’t have to be the best at shooters to make the Sniper build work. Simply invest in the right SPECIAL and perk points, and V.A.T.S. does the work of long-range headshots for you! Plus, with silenced weapons and gear or perks that increase sneak attack damage, you can take out entire camps in just a few seconds.
However, playing a Sniper does come with downsides. You will have some stealth and sneak perks, but not as much as a dedicated Sneak build. Therefore, you will want to maintain max range at all times, and this isn’t always possible, especially in buildings. Additionally, your reliance on ammo, weapons, and crafting can hinder your progress, especially if you like investing in settlement-building perks early on.
Our Sniper build is designed for players levels 1 to 50, who want max burst damage at range, sneak gameplay, and a companion. If that is you, we will walk you through how to set up your own Ultimate Sniper Build in Fallout 4.

SPECIAL Distribution (Final & Leveling Path)
| Stat | Starting Points (Lvl 1) | Points to Acquire (Perks/BH) | Final at Lvl 50 |
| Strength | 1 | 2 (Perk + Bobblehead) | 3 |
| Perception | 8 | 1 (Bobblehead) | 9 |
| Endurance | 5 | 1 (Bobblehead) | 6 |
| Charisma | 1 | 1 (Bobblehead) | 2 |
| Intelligence | 3 | 1 (Bobblehead) | 4 |
| Agility | 8 | 1 (Bobblehead) | 9 |
| Luck | 3 | 1 (Bobblehead) | 4 |
The most important SPECIAL stat is Perception to obtain Sniper at early levels. At level 13, you can get your second point into Sniper and start knocking down enemies at range with a rifle. Agility is also useful here because you want to stack damage multipliers like sneak, non-automatic rifle, scoped rifle, etc.
You can increase strength with bobbleheads and perks to help with crafting armor later, but weapon crafting is essential early on. Science, Intelligence, and even Luck can become important as you reach higher levels, so focus on collecting one Bobblehead for each stat though not critical. Plan on avoiding Charisma since it isn’t critical for this build, unless you decide to take Local Leader to support settlement crafting, supply lines, or economy upgrades.

| 50 | Medic (4) | Stimpaks/RadAway heal 100% more, and Stimpaks can heal lost limb damage. |
Your goal with perks is to stack as much damage multipliers as possible. Start off with your baseline damage amp, Rifleman. Next, you can stack Sneak, the Ninja Perk, and Mister Sandman for addition damage multiplier as well. Gun Nut will be crucial for higher level crafting as well.
Two Perks to consider include Better Criticals for improved Critical Hits and Critical Banker though these probably aren’t needed for this build as we already have insane damage and they will require higher investment into Luck. Four Leaf Clover is another perk that gives easier access to Critical hits but requires even more luck.
Other perks to take include Bloody Mess, as this gives an additional damage bonus and it will stack with others mentioned earlier. Concentrated Fire also boosts accuracy and damage output for its third rank based on how many shots you’ve already landed on a specific body part in V.A.T.S.
You can alternatively sacrifice some utility perks for higher intelligence and try to reach Science early. This helps with a Gauss Rifle crafting mods which are required, but will leave you with little utility especially when playing on Survival Difficulty. Post 50, work on intelligence and crafting perks to give you full access to tech gadgets and damage on weapons.
Lastly, you can swap Scrounger for Mister Sandman if you want more damage. This will require stealth but is needed for the most damage. However, you will sacrifice a lot of ease of play with finding ammo especially early in the game.
How to Play the Sniper Build in Fallout 4

Early Game (Level 1–15)
The early park of the game you need to focus on survival and raw damage from perks. Your primary goal is to stay hidden, at max range, always crouching EVERYWHERE! You can pick up a Hunting Rifle early and get a Scope with a .308 receive as your main weapon. Also pickup Pipe Rifles and use that as a ammo dump to conserve your ammo.
Avoid open confrontations and realize your weakest area will be indoors with enemies around you. Sneak and constantly spam the VATS button to get enemy targets before you see them. Use VATS when the percentage for headshots is high or manually aim if you’re good at it. Because interiors are tight and enemies can rush you, keep a basic shotgun on your weapon wheel as a panic button for close-quarters fights where you cannot safely zoom and snipe.
You can obtain the Overseer’s Guardian Combat Rifle pretty early in the game from Vault 88 on the southwestern part of the map. If you take the time to get this rifle, it will make the rest of the game much easier.
Mid Game (Level 16–35)
At the mid stage of the game, your perks should start amplifying multiple different types of damage multipliers. Sneak, Ninja, Scopes, non-automatic weapons will all help to increase your damage. Additionally, you should have picked up Sniper 2 at this point. Therefore, you want a non-automatic scoped rifle that doesn’t have high magnification and cheap easy ammo. Use this as a close quarters way to knock down targets if your primary is out of ammo or the target is too close to zoom and headshot. VATS also becomes more reliable at this stage when you repeatedly target the same body part, since stacking limb damage can cripple or drop tougher enemies quickly.
Sneak, Snipe, and hang out in VATS most of the time to make short work of targets at this level range.
Late Game (Level 35+)
You should be able to one-shot most targets at this level. Max our Rifleman perks and work towards finding legendary weapons with Instigating trait for optimal damage. Gauss Rifle will be your best bet for weapons at end-game. You will also want to use Chems for tough boss fights like Super Mutant Behemoths and Deathclaws. Remember to keep max range, a secondary weapon ammo dump to stun target, then aim for headshots for the most possible damage.
Best Weapons & Modding (Best-in-Slot + Budget)
The best weapons for the Sniper are Gauss Rifle, Overseer’s Guardian Rifle, and the Deliverer Pistol. Below, we explain each and why they are the best for the Ultimate Fallout 4 Sniper build:
- Gauss Rifle: highest damage possible, though requires Science! perk and higher level to acquire. Use the Overseer’s Guardian Combat Rifle or another Combat Rifle as a secondary option until you reach higher levels.
- Deliverer Pistol: a helpful sidearm for when you’re sneaking around in close quarters and scoped weapons zoom is too close. Also consider a Pipe Pistol early for this type of gameplay.
- Pickman’s Blade: you should carry one melee weapon to converse ammo and Pickman’s Blade is a unique combat blade with a bonus. It does bleeding damage adding an extra effect.
Primary Weapon – Gauss Rifle

Below are the best mods for the Gauss Rifle in Fallout 4:
- Capacitor: Capacitor Boosting Coil
- Barrel: Shielded barrel
- Grip: Recoil Compensating stock
- Sights: Long Recon Scope
- Muzzle: None (unless Mister Sandman use Suppressor)
You can find a unqiue variant called “The Last Minute,” sold by Ronnie Shaw after the quest Old Guns. Ronnie is a commonwealth Minutemen, so complete that quest line if you cannot find a standard Gauss rifle.
Early on, look to acquire a Hunting Rifle with .50 Cal Receiver, Suppressed, and Long Scope. Then transition to Combat Rifle with .308 Receiver, Suppressed, and Long Recon Scope. The unique Overseer’s Guardian Combat Rifle can be found in Vault 81 and that can get you through most of the game.
Secondary Weapon – Overseer’s Guardian

The Overseer’s Guardian Combat Rifle is a modified Combat Rifle. What makes this weapon effective is it’s unique perk. Use this at the start and medium parts of the game.
Below are the best mods for the Overseer’s Guardian in Fallout 4:
- Receiver: .308 Powerful Receiver (for high damage per shot, best for sniping)
- Barrel: Long Ported Barrel – improves range, recoil control, and accuracy
- Stock: Marksman’s Stock – stability and better recoil management for long shots
- Magazine: Large Quick Eject Mag – faster reloads and bigger mag for extended fights
- Sights: Medium Night Vision Scope (not to zoomed, but can zoom far enough)
- Muzzle: Suppressor (must have for perks adding damage)
Alternatives to Overseer’s Guardian Rifle
- Mid: Combat Rifle
- Budget: Pipe Rifle or Hunting Rifle
Melee/Utility – Pickman’s Blade

Pickman’s Blade Mods = Stealth Blade
Alternatives: Combat Knife
Best Sniper Build Armor
Combat Armor

Combat Armor is your best choice for armor on a Sniper Build. Below are the best mods for Combat Armor for a Sniper Build in Fallout 4:
| Slot | Mod 1 | Mod 2 |
| Helmet | Shadowed (Better Stealth) | Ultra-light build (AP Bonus) |
| Chest | Shadowed (Better Stealth) | Ultra-light build (AP Bonus) |
| Arms | Shadowed (Better Stealth) | Stablized (Scoped aiming improved) |
| Legs | Sleek (Faster Movement) | Ultra-light build (AP Bonus) |
Your goal with your combat armor mods is balancing AP refresh with stealth movement speed and detection. If you find yourself moving often in stealth and need more speed, look for Sleek perk. Shadowed is great if you are getting detected and need more muffled sound. However, when you are playing at distance, this can be a useless bonus. Look to gain Ultra-light build for mod two slot which helps with Action Point bonus and regeneration.
Below your armor you can wear different outfits to get another bonus. You gain +2 agility bonus and energy resistance and you can find them throughout the wasteland. Tinker Tom with the Railroad can even upgrade these via a perk once you progress through the story so pursue this for max damage reduction.
Also, you can wear sunglasses to give you slightly more perception. Stack as many bonuses as possible.
Chems, Aid, and Economy

The best chem is PsychoJet because it not only slows down time but boost your damage and damage resistance for 15 seconds. You gain additional AP, allowing for even more hits in VATS. Players often don’t use Chems, but they are essential for not only damage, damage reduction, but overall utility so don’t skip them. Here are some other suggestions that will help as a Sniper build in Fallout 4:
- Jet: Jet slows down time, allowing you to manually line up headshots or quickly enter V.A.T.S. to take out multiple targets.
- Nuka-Cola Quantum: Restores 400 AP + HP, “full AP bar refill” button, perfect for crit chaining.
- Psycho: This chem increases your damage by 25% and your damage resistance by 25. The damage boost is excellent for taking down tough enemies or bosses, and the resistance boost is a lifesaver in a chaotic firefight.
- Overdrive: increases both your damage and critical hit chance. For a Gunslinger build that relies on chaining criticals in V.A.T.S., this is a must-have.
- Mentats (Berry): Highlights living targets, making it much easier to spot enemies, especially in dark areas or at a distance. This is great for a stealthy gunslinger who wants to get the jump on their opponents. Not to be confused with Grape Mentats.
- Buffout: While not as specialized as others, Buffout increases your Strength and Endurance, boosting your carry weight and health. It’s a solid, all-around chem for when you need a little more survivability.
Companion & Affinity Optimization

The best companion for a Sniper build in Fallout 4 is Robert MacCready because of his affinity perk, Killshot. This perk enhances head hit percentage chance in VATS by 20% which can be acquired by maxing out his affection through quest and actions. MacCready is perfect for long range VATS headshots for the most damage possible. Another advantage to MacCready is he’s easy to obtain found in Goodneighbor, The Third Rail bar. Since he doesn’t belong to a faction, you can use him without being forced into any specific story element.
An alternative companion is Deacon who is better for stealth play because of his Cloak and Dagger perk. Your sneak attacks do 20% more attack damage and +40 to stealth boy duration. However, always landing a stealth attack isn’t possible while VATS is, making it a less reliable but high damage option.
Lastly, consider Dogmeat as a companion option if you want to change up your perks. The dog doesn’t count as a companion, thus you can spec into Lone Wanderer perk and increase your damage, while reducing damage taken. This is great from a performance perspective, but lacks story telling and a unique bonus. You can’t go wrong with any of these choices depending on your playstyle and story goals.
Fallout 4 Sniper Build FAQ
1. How do I get the maximum possible damage on a single shot?
Stack as many damage perks and multipliers as possible, these four specific ones:
- Rifleman (5): Doubles the base damage of non-automatic rifles.
- Sneak (4+): Provides the base 2x sneak attack damage multiplier.
- Ninja (3): Increases the ranged sneak attack multiplier to 3.5x.
- Mister Sandman (3): Adds an extra +50% damage bonus when using a suppressed weapon.
When stacked, these bonuses result in massive single-shot damage, often yielding an effective multiplier over 5x (depending on the weapon’s base damage).
2. Is it necessary to get the Mister Sandman perk?
No, while it adds a lot of base damage, you can still increase overall damage without a suppressed weapon. Additionally, it takes many crafting perks and required weapons. However, Mister Sandman will give you the most damage at max range.
3. Do I need the Sniper perk (Perception 8)?
No, while it’s one of the best range damage dealing perks, it doesn’t increase your overall damage. The best part of Sniper is that it knocks down targets. This allows you to crowd control the highest damage enemies in the game like a Deathclaw, Super Mutant Behemoth, or heavy robot enemies such as Sentry Bots.
4. What is the best sniper rifle in the game for this build?
The best overall weapon is the Instigating Gauss Rifle (modded with a capacitor boosting coil and suppressor). Instigating doubles damage if the target is at full health, which, when combined with the stealth multipliers, results in almost guaranteed one-shot kills on non-boss enemies.
5. What is the best legendary effect for sniping?
Instigating because it doubles damage on full health targets, ensuring a one-shot one-kill snipe is possible.
6. Should I use VATS or manual aim?
Manual aim is better for long range where VATS has low probability in hitting. VATS is great for headshots or high percentage chance to hit the target (75% or higher).
7. Is the Sniper Build viable in Survival Mode?
Yes, because you can eliminate any target before it detects you. The major downside is indoors where you cannot create max range and you have to rely on sneak and stealth.
