Fallout 4 VATS Build Overview
The VATS build is all about using the VATS matrix each time in combat to hit enemies with high accuracy, damage, and gain infinite chaining of VATS criticals. Using high agility and luck with specific weapons and legendary traits, you can loop criticals and Action Points (AP), to stay within the VATS system. This build is perfect for those players who don’t care for aiming or want the highest accuracy possible.
You will use low AP cost non-automatic pistols or silenced weapons to stack hits, triggering perks like Gun Fu and Four Leaf Clover to deal increasing damage to every target in sight. This synergizes well with Kellogg’s Pistol and other weapons that are easy to get at mid to lower levels, and can even work with melee weapons at close range!
The strength of this build lies in taking full advantage of VATS to target limbs, making for an amazing first playthrough of Fallout 4. Blow the combat inhibitor off a robot or the legs off a Feral Ghoul in first person, all while conserving ammunition and having fun in the process!
The major downside to this build is lack of crafting base perks like Science. At later levels, you can increase your Intelligence with Bobbleheads and SPECIAL stats to unlock more powerful crafting.

Important Perks Explained
Four Leaf Clover & Critical Banker: Four Leaf Clover gives each hit in VATS a chance to fill your crit meter. Critical Banker lets you save those filled meters for later. Crits never miss, even 1%, thus you bank a bunch of them to hit impossible shots. Use a fast-firing, low-damage weapon (like The Deliverer) to “farm” criticals on easy enemies, then swap to a heavy hitter (like a .44 Magnum) to spend those banked crits on bosses.
Grim Reaper’s Sprint & Action Boy: Action Boy provides a flat increase to your AP regeneration speed. Grim Reaper’s Sprint gives you a 15–35% chance to instantly refill your entire AP bar upon a kill. This build lives and dies by VATS. If you run out of AP, you are a “glass cannon” standing in the open. These perks ensure that as long as you are killing, you never have to stop shooting.
Gun Fu: This perk increases your damage as you target different enemies in a single VATS queue. At Rank 3 (Level 50), every shot on your fourth target and beyond is an automatic critical hit. This turns “crowd control” into your greatest strength. It encourages you to stay in VATS and map out an entire room of enemies at once. Always queue up your targets from weakest to strongest. Shoot the three weakest enemies first to build the Gun Fu multiplier, then use the massive damage bonus (or auto-crit) on the “Boss” or “Legendary” enemy at the end of the line.
Gun Nut: Allows you to craft advanced weapon mods. For this build, weight equals AP cost. A heavy, long-range sniper pistol costs more AP per shot than a stripped-down tactical pistol. Gun Nut allows you to install “Light Frame” receivers and “Reflex Sights,” which drastically reduce the AP cost of every trigger pull. Prioritize Reflex Sights and Quick Eject Magazines. These mods provide the best “AP-to-Damage” ratio in the game.
Lone Wanderer: Massive buffs to damage resistance, carry weight, and outgoing damage when traveling without a human companion (Dogmeat is allowed!). Since your Endurance is 1, you have very little health. The 30% damage reduction from Rank 2 is your primary perk for survival. The 25% damage boost at Rank 3 is a multiplicative bonus that makes your criticals deal incredible damage.
Quick Hands (Rank 2): Rank 1 speeds up reloads. Rank 2 makes reloading in VATS cost zero Action Points. Normally, if you run out of ammo in a VATS queue, your turn ends. With this perk, you can queue up 16 shots even if you only have 2 bullets in the chamber. Your character will reload instantly in the “Matrix” and keep firing.
Additional perks to consider include Local Leader and Idiot Savant in terms of roleplaying, though they won’t lead directly to extra damage in combat which this build focuses on.
How to Play VATS Build (Early/Mid/Late Game)
Early Game (Level 1–15)
Focus on “Crit Farming.” Use a standard 10mm or the Deliverer Pistol to dump as many shots as possible into an enemy’s torso in VATS. Your goal isn’t necessarily one-shot kills yet; it’s about triggering Four Leaf Clover to fill your Critical Banker slots. Save those crits for “guaranteed hits” on high-threat targets like Mirelurks or Raiders in power armor.
Vault 111/Sanctuary: Get the “You’re SPECIAL” book (put it in Luck).
Cambridge Police Station: Assist Paladin Danse to get Righteous Authority.
The Old North Church: Join the Railroad immediately to get The Deliverer Pistol.
Mid Game (Level 16–35)
Now that you have Grim Reaper’s Sprint and Action Boy 2, you should rarely fire outside of VATS. You begin using the VATS Teleport strategy. You take 90% less damage while VATS animations play, you can “tank” hits by simply staying in the VATS menu and firing.
Late Game (Level 35+)
With Gun Fu, your loop changes to targeting 4+ enemies at once. Queue up three weak targets (even at low hit chances) and put the 4th, 5th, and 6th shots on the boss. Those shots will be automatic criticals that deal 2.5x damage.
Weapons & Modding (Best-in-Slot + Budget)
The best overall weapons for a Fallout 4 VATS build are the following:

The Righteous Authority (Pistol Conversion)

This is your “Crit-Generator.” Use it to quickly fill your Critical Banker slots. Because it’s a laser weapon, it has almost zero recoil in VATS, making it perfect for long-range targeting. Complete the quest “Call to Arms” with Paladin Danse (early Brotherhood of Steel). Its “Lucky” effect doubles critical hit damage and fills the critical meter 15% faster. By default, this is a rifle. To make it a VATS powerhouse, use a weapons workbench to install:
The Righteous Authority Mods
- Capacitor: Photon Agitator (Boosts critical damage even further, stacking with the “Lucky” effect).
- Barrel: Improved Short Barrel (Lowers weight and AP cost while maintaining accuracy).
- Short Stock: converts into pistol not a rifle
- Sights: Reflex Sight (Essential for lowering AP cost in VATS).
- Muzzle: none unless Science perk
Kellogg’s Pistol

Kellogg’s Pistol is the “Infinite Loop” weapon. When you run out of AP, simply use one of your banked critical hits. Your AP bar will instantly snap back to 100%, allowing you to stay in VATS indefinitely. It turns a “turn-based” combat system into a “never-ending” combat system. Looted from Kellogg during the main quest “Reunions.” The “Relentless” effect refills your entire Action Point bar on a critical hit.

This is the most efficient weapon in the game. With your high Agility, you can often queue up the maximum limit of 16 shots in a single VATS bar. It is also inherently silenced, which means if you decide to take Mister Sandman later, its damage becomes astronomical. Reward for the first Railroad quest, “Tradecraft.”The “VATS Enhanced” effect provides a 25% reduction in AP cost and significantly better hit chance in VATS.
Deliverer Pistol Mods
- Receiver: Advanced Receiver (most damage)
- Barrel: Extended Barrel (improves range and accuracy (important since Deliverer has low base range)
- Stock: Sharpshooter’s Grip (improves V.A.T.S. accuracy and recoil handling)
- Magazine: Large Quick Eject Mag – faster reloads and bigger mag for extended fights
- Sights: Glow Sights (easier target acquisition)
- Muzzle: Suppressor (must have for perks adding damage)

Armor, Power Armor & Legendaries

The most important aspect of your armor is (AP) efficiency and Stat stacking. Because your Endurance is low, we don’t look for heavy plating; we look for gear that makes you faster and harder to hit.
The Silver Shroud Costume
This is the best “all-in-one” solution. The +1 Agility increases your total AP pool, while the +1 Perception boosts your VATS accuracy. The best part about this costume is that it is incredibly light. Lower equipment weight reduces the drain on your AP while sprinting and keeps you stealthy. As you level up (25, 35, and 45), visit Kent in Goodneighbor. He will “tune” the armor, eventually making its defense comparable to a full suit of heavy combat armor without the massive weight penalty.
Complete the quest “The Silver Shroud” in Goodneighbor. Speak to Kent Connolly and keep him alive to receive upgrades. Provides high Damage and Energy Resistance, +1 Agility, and +1 Perception.
VATS Enhanced Legendary Pieces (The Infinite Queue)
Random drops from Legendary enemies. Look for the prefix “VATS Enhanced.” Reduces Action Point costs in VATS by 10% per piece. This effect stacks. If you find a chest piece and two arm pieces with this legendary trait, you reduce your AP costs by 30%. Combined with The Deliverer Pistol, this allows you to fire so many shots in one VATS session that the game camera often can’t keep up. It turns your character into a human turret.
If you can’t find “VATS Enhanced,” look for “Powered” armor pieces, which increase your AP regeneration speed.
Chems, Aid, and Economy
Jet: Jet slows down time, allowing you to manually line up headshots or quickly enter V.A.T.S. to take out multiple targets.
Nuka-Cola Quantum: Restores 400 AP + HP, “full AP bar refill” button, perfect for crit chaining.
Psycho: This chem increases your damage by 25% and your damage resistance by 25. The damage boost is excellent for taking down tough enemies or bosses, and the resistance boost is a lifesaver in a chaotic firefight.
Overdrive: increases both your damage and critical hit chance. For a Gunslinger build that relies on chaining criticals in V.A.T.S., this is a must-have.
Mentats (Berry): Highlights living targets, making it much easier to spot enemies, especially in dark areas or at a distance. This is great for a stealthy gunslinger who wants to get the jump on their opponents.
Buffout: While not as specialized as others, Buffout increases your Strength and Endurance, boosting your carry weight and health. It’s a solid, all-around chem for when you need a little more survivability.
Companion & Affinity Optimization

Dogmeat is the best option for a VATS build because of the Lone Wanderer perk. With three ranks in the Lone Wanderer perk, you gain a massive stat boost: you’ll take 30% less damage, deal 25% more damage, and can carry 100 more pounds. Since Dogmeat doesn’t count as a companion for this perk, you get to keep all these bonuses while still having a companion by your side.
Beyond the perks, Dogmeat is also incredibly useful in combat. He’s great at distracting enemies, giving you a chance to set up perfect V.A.T.S. shots or sneak attacks. He also has a chance to scramble for and find useful items, like ammo and Stimpaks, during a fight.

Fallout 4 VATS Build FAQ
1. Does weapon weight matter for VATS?
Yes. This is one of the most important hidden mechanics in Fallout 4. Every shot in VATS has an AP cost determined by the weapon’s total weight. The lighter the gun, the more shots you can queue. Using a “Short Barrel” and “Reflex Sights” instead of a “Long Barrel” and “Scope” can often double the number of shots you get in a single VATS bar.
2. Can I miss a Critical Hit?
No. In Fallout 4, a Critical Hit (triggered manually by pressing the crit button) has a 100% hit chance, regardless of the percentage shown on screen. Even if you have a 1% chance to hit a Fusion Core on a Sentry Bot or a Bloatfly’s wing a mile away, a Critical Hit will always connect. Save your banked crits for those “impossible” shots.
3. Why isn’t my Critical Meter filling up?
Your meter only fills when you land a hit inside VATS. Hits outside of VATS (free-aiming) do not contribute to your crit meter. If you find yourself low on crits, don’t free-aim. Use your most accurate pistol (like Righteous Authority) and take high-percentage body shots just to farm the meter back up.
4. Is the “Mysterious Stranger” worth it?
Yes. The Stranger’s appearance rate scales with your Luck stat. Since this build runs at Luck 9+, he will appear frequently. At Rank 3, if he finishes off an enemy, your Critical Meter is instantly refilled. He acts as a “free” crit generator when your luck with Four Leaf Clover runs dry.
5. Why should I use Dogmeat instead of other companions?
The Lone Wanderer perk provides a 25% damage boost and 30% damage reduction, which is essential for a build with 1 Endurance. Dogmeat is the only companion who does not count against the Lone Wanderer perk. You get to keep your solo-operative buffs while still having a dog to trip up enemies and hold them in place for easier VATS targeting.
6. Does “Concentrated Fire” work if I switch body parts?
No. Concentrated Fire builds accuracy and damage on a specific limb. If you have 10 shots queued, put them all on the “Head” or “Combat Inhibitor.” If you put 5 on the head and 5 on the leg, the accuracy bonus resets when you switch parts. Pick a part and stay on it until the enemy is neutralized.
7. What happens if I run out of ammo mid-VATS?
Normally, the VATS sequence ends. However, because this build uses Quick Hands (Rank 2), your character will instantly reload with zero AP cost and continue the firing sequence until the queue is finished.
