How to start town building
You must first progress the story beyond the game’s introduction to unlock the Town Building option.
Once you progress past the game’s introductino you can start town building b : 1) Speaking to Stia inside the Workshop or 2) Using the constuction tools near the town entrance.
Town Building Options
In Octopath Traveler 0 you have several options for construction, from buildings to decorations to ground tiles. Players can choose their own course for town development, shaping the direction and style of their community based on their decisions. Ground Tiles
Ground Tiles are 1×1 tiles which can be placed on the ground of Wishvale to change the appearance of the selected tile. Ground Tiles can be placed without using materials.

Clearing Debris
As you progress the story, new sections of Wishvale will become available to clear. Clearing the debris from these new sections gives you additional land to expand on and create additional structures.
Construction
Once debris has been cleared from an area, a tile map will appear, and you will have the option to construct facilities and decorations. Each construction has a specific tile footprint which shows how much space it will take up on the map.
Buildings or decorations can be moved to a new location or removed completely from the map. If a construction is removed completely, the entire structure is returned to your construction inventory and can be placed again at a new location at any time.

Inviting New Residents
As you travel across the continent of Orsterra you will find plenty of potential residents who can be convinced to join you in Wishvale. Inviting new residents often results from unique encounters during your journey, where each interaction can lead to new opportunities.
Inviting new residents typically happens through Path Actions completed by the main character. In many cases, you will need to use the Inquire action first to learn more about the resident. Some residents may even be discovered through random encounters while exploring the world. Once you have Inquired about them you will then have the opportunity to Invite them to Wishvale.

Housing Your Residents
Once you have buildings constructed you can place residents inside using the housing menu. Housing your residents greatly increases the usefulness of your town, as residents in houses can regularly deliver supplies such as wood and stone which you can use to create even more structures.
Once you have successfully invited a new resident to Wishvale, simply open the building editor then hover over a building to invite a new resident. Most buildings have a resident capacity or max number of persons that can be housed.


Town Levels
As you progress the story and begin adding more elements to Wishvale, you’ll begin to gain Town Levels. Each new Town Level you achieve can unlock more construction options for Wishvale including more builds and decorations to construct as well as expanded build areas.
