Why Play a Pacifist Speech Build in The Outer Worlds 2

The speech build is for that player who wants to avoid combat, solve quest through dialogue, and use their companions when combat becomes inevitable. Like previous Obsidian Entertainment games, the Outer Worlds 2 features a deep and complex speech and dialogue system. Your skills, perks, traits, and background will affect how you can wiggle your way out of combat or skip quest steps completely.
If you want to master the Outer Worlds 2 story elements and avoid combat wherever possible, then the speech build is perfect. However, it won’t have the same combat power as other builds, like a sniper build or melee build. You can use companions for extra support in combat when dialogue is impossible. Speech and the pacifist playstyle is a fun way to enjoy the Outer Worlds 2 without the need to be the best gunslinger in the galaxy.
| Speech Build Pros | Speech Build Cons |
|---|---|
| Helpful in Questing | Weaker Damage |
| Dictate Quest Outcomes | Fighting Becomes Inevitable |
| Avoid Combat | Companion Dependent |
Best Background for a Speech Build

The Professor is the best background for the Speech build because you have a background in artifact trafficking, useful to the overall story narrative with space-time rifts. However, you can play any type of background without much downside. The Ex-Convict could also be a fun alternative, trying to bypass your way out of your criminal background. Therefore, pick which background suits your playstyle and overall story goals. Remember, your companions have their own factions, story, and lore and may not like your direction. So, pick carefully!

In The Outer Worlds 2, backgrounds are a purely role-playing choice, shaping your character’s history and personality rather than providing stat or skill bonuses. Unlike OW1, where backgrounds granted direct boosts, your selection here influences story, conversations, and how factions react to you. You play as an Earth Directorate Agent investigating dangerous Space-Time Rifts, with three major factions vying for control.
For a full breakdown of every option and its narrative impact, check out our The Outer Worlds 2 Backgrounds Guide.
Best Traits for a Speech Build

Suave is the best trait for a Speech build because it gives you a way with words, and plays off the dialogue and speech build premise.
If you want to select a second positive trait, go with Brilliant. This trait gives you more skill points at the start of the game, providing more flexibility in creating your build, plus it will also give you additional dialogue options that help you progress the story. However, two positive traits require you to select one negative trait for balance purposes.
In that case, Sickly would be the best negative to select, but it comes with big downsides, mainly 15% less base health. That base health can be made up for with mods in your armor, but it’s very punishing for combat. Of course, the purpose of a Pacifist or Speech build is to avoid combat entirely, so the possible benefits are huge here.
NOTE: Players should avoid the negative trait abrasive at all costs as it will hinder your speech and progress with factions.
Here’s our recommendation:
- Suave (positive): 10% discount at all vendors and bounty must be 20% higher than normal to be seen as an Outlaw.
- Brilliant (positive): During skill selection, Specialize in 1 additional skill. Specialized skills start with two points.
- Sickly (negative): -15% Base Health, -15 Toxicity Crash Threshold. Injuries and crashing from primers are more likely.

In The Outer Worlds 2, traits replace the original Outer World 1 attribute system and expand on the “Flaw” mechanic with a more structured approach. Traits come in two forms, positive and negative. You can take one positive trait with no downside, but choosing two positive traits requires selecting a negative trait as well.
Because they are permanent and cannot be respeced, it’s essential to pick traits that align with your long-term goals. For a full breakdown of every option and its trade-offs, see our Outer Worlds 2 Traits Guide, or jump to the Best Traits Ranked.
Best Skills for a Speech Build

Speech and Leadership are the best skills for the Speech build in the Outer Worlds 2. Speech is the obvious choice for a speech build to influence dialog checks and help you resolve quests without resorting to combat. Meanwhile, Leadership can help with your companions effectiveness in combat if you wish to stay out of things or simply serve as a support role.
Support skills including Hack and Sneak will also give you additional ways to avoid combat such as Hacking terminals and robots or sneaking through enemy lines. At least 5 into Observation is also recommended to unlock the Face Reader Perk which highlights negative outcome dialogue options.
Below are the best skills for a Speech build in the Outer Worlds 2:
- Speech (specialized): +1 Difficulty and lower speech checks can be overcome, +5% Damage to Humans
- Leadership (specialized): +15% Companion Damage, +15% Companion Health
- Hack (non-specialized): +1 Difficulty and lower terminals can be unlocked, +5% Damage to Automechanicals
- Sneak (non-specialized): makes it harder for enemies to detect you while crouched and avoids traps and perform sneak attacks. -2% NPC Detection Radius
- Observation (non-specialized): more dialogue options that can affect your story outcomes
- Lockpick (non-specialized): use this to take important quest items or let yourself through locked doors to access areas

In The Outer Worlds 2, skills are fewer in number than in the original Outer Worlds, but each one has a bigger impact on your build. During character creation, you can specialize in up to two skills, allowing them to be leveled to your current level +2, while all others cap at your current level. This makes your specialization choices critical, as they can define your combat style, exploration tools, and dialogue options for the entire game.
Because your skill investment influences which perks you can unlock, it’s best to plan your build so that your background, traits, perks, and companions all support a shared goal. For a full list of every skill and its effects, check out our Outer Worlds 2 Skills Guide or our guide on the Best Skills Ranked.
Best Perks for a Speech Build

The Best Perks for a Speech / Pacifist Build in The Outer Worlds 2 include Charlatan, Tall Tale Teller and Pickpocket.
With Charlatan, and later Tall Tale Teller, you’ll more consistently be able to lie to get yourself out of situations or progress the game. With Pickpocket, you can steal keycards or other items which will also let you through areas where your speech may not.
Below are the best perks for a Speech build in the Outer Worlds 2:
- Charlatan: Many of your lies are more believable and will more likely be accepted as true. Additionally, the likelihood that enemies will target you is reduced.
- Face Reader: In conversations, options that reduce reputation with a faction are highlighted before choosing them.
- Manual Reset: You can hack into automechanicals, forcing them to restart, temporarily disabling them. You can reset unaware automechs by sneaking up to them and having enough Hack skill.
- Automech Jammer: -75% Automech Awareness Detection Rate; +5% Critical Chance
- Ninja: Increased evasion while sprinting/sliding; more in light armor.
- Connoisseur: +25% Healing from Food and Drink, +25% Inhaler Charge from Drugs
- Contingency Screen: When your health hits 25%, the Gas-Energy Deflection Apparatus gadget automatically activates
- Ghost: If you’re crouched when an NPC starts investigating you, gain Camouflaged for a short duration
- Light Step: Walking over traps and mines will never set them off.
- Nature’s Friend: You can temporarily tame hostile creatures, having them fight by your side for a moderate duration.
- Negotiator: Your companion abilities charge faster and you immediately gain positive Reputation with all factions.
- Pickpocket: Gain the ability to pickpocket others.
- Tall Tale Teller: Only your most outlandish lies aren’t believed, with you being able to lie about even more things.

In The Outer Worlds 2, perks function like a hybrid of the first game’s system and Fallout’s perk charts, offering 90 unique perks spread across multiple tiers. You earn a perk point every even-numbered level. Unlike the first game, many perks now have specific skill prerequisites, so your character build must be planned with both skill leveling and perk selection in mind.
For a full list of perks and their requirements see our Outer Worlds 2 Perks Guide or The Best Perks Ranked guide.
Best Flaws for a Speech Build

The Best Flaws for a Speech or Pacifist build in The Outer Worlds 2 are Bad Knees and Easily Distracted.
With the Bad Knees Flaw you can move much quicker in Stealth, helping you to avoid being seen. The downside to Bad Knees is that if you do get caught in stealth you will have your Damage Resistance and Evasion reduced to zero. Don’t get caught!
The Easily Distracted Flaw is also good for a Jack-of-all-Trades style build as this will give you an extra Skill Point to spend each level up, but you must place it into your lowest, non-zero skill first, essentially leveling up all skills evenly. Since you will be avoiding combat as much as possible on this build, Easily Distracted, is a nice option for more skill points.

In The Outer Worlds 2, the Flaw system returns as a risk–reward mechanic that reacts to your in-game behavior. If you repeatedly perform certain actions, like staring at the sun, you may trigger a Flaw prompt, offering a permanent gameplay trade-off. Once accepted, Flaws cannot be removed, making them a lasting part of your character’s journey.
For a full list of Flaws see our Outer Worlds 2 Flaws Guide or you can check the Best Flaws Ranked Guide.
Best Armor for a Speech Build

Characters in The Outer Worlds 2 can equip both head and chest armor with a variety of stats. Each armor piece can have an available mod slot shown with the small rectangular icon. Not all the mods are known, but bonuses and mods will be critical to your build.
Hibernation Suit and Helmet
The Hibernation Suit and Helmet return to the Outer Worlds 2 from the original game and offer some decent protection and modding capability for an early Build. Both items can be found in the lockers on board your ship, the Incognito.

Best Weapons for a Speech Build

The best weapon for the Speech build is the Popup gun because it shoots out drone distractions. These drones are perfect to allow your companions to hit targets or for you to avoid combat completely by distracting your enemies. Distraction or Smoke Grenades can also be used to help you avoid combat easily.
Popup Gun
The Popup Gun Science Weapon fires advertising drones to taunt and distract enemies. This weapon automatically reloads whenever an ad drone dies, but manually reloading causes the ad drone to explode. This weapon can be a bit difficult to use in combat and may be best reserved for a pacifist or speech playthrough that attempts to avoid combat.
To obtain the Popup Gun you’ll need to head to the ACS Undisputed Claim, the Auntie’s Choice faction station and locate the Arms Merchant. The Popup Gun costs 16,000 bits to purchase. Check the Popup Gun guide for The Outer Worlds 2.

Unique Weapons and Science Weapons return in The Outer Worlds 2, offering rare and powerful gear often tied to specific quests or hidden locations. Weapon modding has been overhauled, each weapon now has its own dedicated set of mods, allowing you to enhance performance or add unique effects tailored to that weapon. You can equip up to four weapons at a time and swap between them via a quick slot wheel, making it easy to adapt mid-fight. For a full list of weapons, their mods, and where to find them, see our Outer Worlds 2 Weapons Guide.
Best Companions for a Speech Build

Tristan and Inez are the best companions for the Speech build because they compliment the speech playstyle. Tristan serves as your high HP tank playing in melee range causing enemies to focus on him. Meanwhile, Inez plays safely at medium range and can heal and support you in combat. Alternatively, you can use Aza if you plan to play more focused on Stealth.
Below is our best party composition setup for the Speech build in the Outer Worlds 2:
- Player — Role: Speech Max Range — Suggested Gear: Sniper Rifle with Light Armor
- Tristan — Role: Melee Tank
- Inez — Role: Support and Healing
Each companion brings a distinct combat role, such as melee tank, ranged DPS, or support. Moreover, each companion has their own personality and backstory. Expect unique abilities, personal quests, and an approval system that reacts to your decisions, influencing dialogue and possibly quest outcomes. For a complete breakdown of all known companions, their abilities, and best gear setups, check out our Outer Worlds 2 Companions Guide.
Best Gadget for Speech Build

The Gas-Energy Deflection Apparatus is the best gadget for the Speech build because it grants a massive damage shield. This is perfect for a defensive playstyle. Additionally, the Apparatus helps avoid environmental hazards as well making it useful in multiple situations.
Gadgets use a unique energy which can be used in one of four ways. You can swap gadgets anytime you want via the UI Wheel. While there is a primary gadget that we recommend, feel free to swap as you encounter different circumstances where they could be useful. Check out our full guide here, or a summary below:
- Gas-Energy Deflection Apparatus: use for high damage situations or hazards
- N-Ray Scanner: look through walls to identify targets before charging into a room
- Auntie’s Acidic Dematerializer: destroy corpses when sneaking around
- Tactical Time Dilation Gadget: helpful when aiming or closing the gap on any build

Best Consumables for a Speech Build

In The Outer Worlds 2, consumables provide powerful temporary bonuses that can turn the tide of a fight or help you pass a critical skill check. These items can boost damage, increase defenses, restore health, improve movement speed, or enhance specific skills for dialogue and exploration. Consumables are typically found as loot, purchased from vendors, or crafted using the game’s workbench systems.
We will update this portion of the guide once more information is avalible.
How to Play a Speech Build in the Outer Worlds 2

The speech build revolves around interacting with as many NPCs as possible. You’ll want to have your companions doing most of the work, so look for ways to increase their effectiveness. Since you may not be able to avoid combat entirely, play a long distance sniper when possible. You can use tactical time dilation to slow down time and make headshots easier.
Your survival comes through food, inhaler, and consumables. Medical and other perks increase their effectiveness so make sure not to horde any of them. However, your best bet for avoiding combat is trying to solve quest issues through conversations. You want a lot of different skills and perks to make this happen because there are so many different ways to handle each situation in the Outer Worlds 2.
Lastly, make sure you have a compatible companion setup. Meaning, they may not like the direction of your characters choices, and this can have them leave unexpectedly and ruin their progress.
