Best Background for Thief Build

There are many great Background Options for a Thief Build in The Outer Worlds 2. This is especially true if you want to play a criminal or rogue type of character who goes against the law.
Our favorite background for this play style is the Gambler Background. This will add some style and finesse to your playthrough while being morally ambiguous. Another option you might prefer is the Renegade background which has a more in-your-face approach to breaking the law.
Some backgrounds you may want to avoid or ones that just don’t make a lot of sense for this type of build include the Lawbringer Background which has a holier-than-thou type vibe and the Professor Background, which doesn’t make a lot of sense unless perhaps you lost your teaching job and need to make some extra bits by pickpocketing now?
Our choices for the best Thief Build Backgrounds:
- Gambler
- Renegade
In The Outer Worlds 2, backgrounds are a purely role-playing choice, shaping your character’s history and personality rather than providing stat or skill bonuses. Unlike OW1, where backgrounds granted direct boosts, your selection here influences story, conversations, and how factions react to you. You play as an Earth Directorate Agent investigating dangerous Space-Time Rifts, with three major factions vying for control.
For a full breakdown of every option and its narrative impact, check out our The Outer Worlds 2 Backgrounds Guide.
Best Traits for Thief Build

Nimble is the best trait for the Thief Build in The Outer Worlds 2 because it increases your Speed While Crouched by 25% which will make your ability to Sneak around much easier and enjoyable!
If you like, you can also pick a 2nd Positive Trait in The Outer Worlds 2. For the Thief Build, the 2nd trait we recommend is Brilliant, as this trait lets you specialize in one extra skill, making it level up faster. You can review more about recommended Thief skills below.
If you do pick a 2nd Positive Trait, you will also need to select a Negative Trait. In this case, we recommend selecting Dumb, as this simply lets you improve fewer skills (you don’t need many as a thief that avoids combat) or Sickly, as this reduces your Health and healing potential (again, avoid combat means you don’t need these as much).
The best Traits for the Thief Build are:
- Nimble (positive): +25% Crouch Speed, +25% Combat Sprint Speed
- Brilliant (positive): During skill selection, Specialize in 1 additional skill. Specialized skills start with two points.
- Dumb (negative): During skill selection, lock 5 of the 12 available skills. Those skills can never have points added to them.

In The Outer Worlds 2, traits replace the original Outer World 1 attribute system. Traits come in two forms, positive and negative. You can take one positive trait with no downside, but choosing two positive traits requires selecting a negative trait as well.
Because they are permanent and cannot be respeced, it’s essential to pick traits that align with your long-term goals. For a full breakdown of every option and its trade-offs, see our Outer Worlds 2 Traits Guide, or jump to the Best Traits Ranked.
Best Skills for the Thief Build

Lockpick, Sneak, and Hack are the best skills for the Thief build in the Outer Worlds 2 because Lockpick gives you access to the Pickpocket perk early on in the game, allowing you to steal from NPC’s, while Sneak allows you to move around undetected, pickpocketing with a lower chance of getting caught. Hack is an advised skill for a Thief because it can help you clear levels more easily which may be guarded by automechanicals or computer security. The Observation skill is also extremely important as this can lead you discover hidden passage ways or secret areas which may contain bonus loot!
For Alternatives, the Speech skill is recommended for a Thief Build in The Outer Worlds 2 as this will give you many options for talking your way into new areas or out of combat scenarios which you won’t be the best equipped for. Your goal is to avoid combat if possible, similar to a Pacifist build. You should also invest in at least one combat skill should things take a turn for the worst. Guns will provide the most flexibility, while the Melee skill will be quite strong if you also combine it with your improved Sneak skill for bonus damage, like an Assassin Build – the choice is yours.
We recommend avoid skills like Medical as you should not be taking much damage on this build, meaning you won’t need the bonus healing. Leadership can also likely be avoided unless you specifically want to focus on Companions.
Below are the best skills for a Thief build in the Outer Worlds 2:
- Lockpick
- Sneak
- Hack
- Observation
- Speech
- Guns or Melee

In The Outer Worlds 2, skills are fewer in number than in the original Outer Worlds, but each one has a bigger impact on your build. During character creation, you can specialize in up to two skills, allowing them to be leveled to your current level +2, while all others cap at your current level. This makes your specialization choices critical, as they can define your combat style, exploration tools, and dialogue options for the entire game.
Because your skill investment influences which perks you can unlock, it’s best to plan your build so that your background, traits, perks, and companions all support a shared goal. For a full list of every skill and its effects, check out our Outer Worlds 2 Skills Guide or our guide on the Best Skills Ranked.
Best Perks for the Thief Build

Pickpocket, Sleight Of Hands and Ghost are the best perks for any Thief build in the Outer Worlds 2. This is because characters cannot pickpocket until the Pickpocket perk is taken. The Sleight Of Hands perk improves this system by speeding up the time required to pickpocket. And finally, the Ghost perk makes you invisible to enemies with the Camouflaged effect for a short period of time. Other useful perks for the Thief build are listed below.
Below are the best perks for a Thief build in the Outer Worlds 2:
- Pickpocket: Enables pickpocketing unaware humans.
- Sleight Of Hands: Pickpocketing is significantly faster and you gain a bonus to sneak attack damage
- Ghost: Invisible to enemies and deal bonus damage.
- Assassin: After scoring a kill from stealth, movement speed is greatly increased for a short time.
- Bag Check: While crouching, you can see the contents of a person’s inventory before pickpocketing them.
- Palm Greaser: Bribes now cost less and stolen items sell for more.
- Ninja: Increased evasion while sprinting/sliding; more in light armor.
- Connoisseur: +25% Healing from Food and Drink, +25% Inhaler Charge from Drugs

- Light Step: Walking over traps and mines will never set them off.
- Charlatan: Many of your lies are more believable and will more likely be accepted as true.
- Silent Steps: After leaving stealth, your footsteps are silent for a short duration.
- Stalker: You gain increased sneak attack damage against hostiles that are investigating you.
- Tall Tale Teller: Only your most outlandish lies aren’t believed, with you being able to lie about even more things.
- Through The Key Hole: The contents of a locked container can be viewed before lockpicking.
- Wholesale Spender: Buying or selling items with a vendor accrues goodwill.

In The Outer Worlds 2, perks function like a hybrid of the first game’s system and Fallout’s perk charts, offering 90 unique perks spread across multiple tiers. You earn a perk point every even-numbered level. Unlike the first game, many perks now have specific skill prerequisites, so your character build must be planned with both skill leveling and perk selection in mind.
For a full list of perks and their requirements see our Outer Worlds 2 Perks Guide or browse our Best Perks Ranked guide.
Best Flaws for Thief Build
Flaws are optional selections that can make or break your build in The Outer Worlds 2. For the Thief build, the best option that here will be Kleptomaniac. This Flaw makes you randomly steal items that you are looking at while also giving you better prices when selling to vendors. The key to managing this flaw would simply be in Sneak whenever looking at items, so that even if you do steal one automatically you might not get caught. Of course Flaws are optional, so you don’t need to take one at all if you don’t want to.
For Alternative Flaws, you might also consider Foot-in-Mouth Syndrome as this gives you 15% bonus experience at the price of having fewer time to make dialogue selections. This should be a good option if you don’t particularly care about your Dialog choices and want to mosty focus on gameplay instead.

In The Outer Worlds 2, the Flaw system returns as a risk–reward mechanic that reacts to your in-game behavior. If you repeatedly perform certain actions, like staring at the sun, you may trigger a Flaw prompt, offering a permanent gameplay trade-off. Once accepted, Flaws cannot be removed, making them a lasting part of your character’s journey.
For a full list of Flaws see our Outer Worlds 2 Flaws Guide or you can check the Best Flaws Ranked Guide.
Best Armor for Thief Build
The Best Armor for a Thief build in The Outer Worlds 2 is Patient Step or Boa Skin.
Hibernation Suit and Helmet
The Hibernation Suit and Helmet return to the Outer Worlds 2 from the original game and offer some decent protection and modding capability for an early Build. Both items can be found in the lockers on board your ship, the Incognito.

Patient Step Unique Light Armor
The Patient Step unique armor can be found via the Order Of The Ascendant quest line and includes the Precog modification causing movement while in Tactical Time Dilation to no longer drain energy. This is one of the best unique armors you can get for this build, letting you stay in TTD for longer. Combine this with an additional mod for defense such as Crisis Defenses and you will be set! Check our Patient Step guide for more details.

Boa Skin
For a more stealthy approach to this build you can use the unique Boa Skin Medium Armor. This comes with two powerful mods: Con Man, which gives you temporary health and Undercity Materials which causes enemies to lose awareness of you 50% faster.

Best Weapons for the Thief Build

The Best Weapons for a Thief build in The Outer Worlds 2 are the Murder’s Best Friend unique knife and a Silenced Pistol.
Murder’s Best Friend
The Murder’s Best Friend unique knife is an incredibly powerful weapon for a Stealth Assassin style build. With the Killing Spree mod, this weapon grants a 20% Damage and 20% Crouch Speed bonus after each stealth kill, up to 3 until discovered. At max stacks, your footsteps are also completely silent.
Murder’s Best Friend can be found in an Advanced Lockbox.

Silenced Pistol
If you prefer to do your slayings with a ranged weapon, any Silenced Pistol will do. One of the best options however is a Silenced Plasma Pistol as you can charge this with 3 rounds in the chamber which all fire at essentially the same time.

Unique Weapons and Science Weapons return, offering rare and powerful gear often tied to specific quests or hidden locations. Weapon modding has been overhauled, each weapon now has its own dedicated set of mods, allowing you to enhance performance or add unique effects tailored to that weapon. You can equip up to four weapons at a time and swap between them via a quick slot wheel, making it easy to adapt mid-fight. For a full list of weapons, their mods, and where to find them, see our Outer Worlds 2 Weapons Guide.

We will update this portion of the guide once more information is avalible.
How to Play Thief in the Outer Worlds 2

As a Thief Build in The Outer Worlds 2, your primary concern is avoiding combat and focusing on looting NPC’s and containers, sneaking around undetected and progressing the story through other means such as dialog (Speech checks), Bribery, Stealth, or Hacks.
If combat is unavoidable you will first want to deal as much damage while in Stealth as possible. Using a melee weapon such as a knife or dagger will help you do this without being seen. Make sure to drag bodies away from other NPCs as well as this can alert them to your presence.
When fully engaged in combat, you can make use of Gadgets such as Tactical Time Dilation to swiftly close the distance to your enemies, eliminate them, then retreat to cover. If you have companions with you, make sure to use them as distractions as well.
