The Callous Glow Ring is in an opulent chest in the vault room to the north of Balthazar’s antechamber (X: -821 Y: -752) in the Gauntlet of Shar during Act 2. The chest is not locked, but the door to the vault requires passing a DC 30 Sleight of Hand Check. You can also use the Knock spell to bypass the lock.
